It is charming, indeed! The name was developed by a real estate promotional company at the turn of the last century and it stuck. As there are several other places named Carmel in the USA, it's helpful as a disambiguating device!

I googled it, and my goodness, what a charming place it must be! No street addresses and no chain restaurants?!
